Putin is making a calculated guess that the US will respond as it has to mad-dog behavior in the past few decades, which has been to reel back and go, "Yeah, we don't want to risk a nuclear exchange". He's not crazy and never has been, but he will absolutely try to convince you he is, because he understands how powerful that is.

That's a good description of the behavioral model I have for him: very smart, but also sociopathic as fuck and cynical. It tends to be pretty good at predicting his actions.
