Because the only way to get a patron out of the library if they're causing a disruption is to call the cops. The librarians can not do anything due to insurance/harm causes to themselves. It's bullshit, but it's liability. The only thing they CAN do is try to appease the cops while supporting freedom/inclusion/etc.
