      What do you mean? A long time ago some company made a voice synthethizer and it became a huge hit, it was during the era niconico douga(JP's YT) was taking off, so a lot, and I mean a lot of people started using that software to sing songs and make music videos, it rejuvenated the whole JP doujinshi(indie) music sphere.

      The character you see is the mascot, or the visual representation of the voice. It became so big that the company made other voices and it became a big collection of different voices all with a distinct associated character.

      As with everything in Japan once a character is created then fan art of that character also appears so now you have a software->mascot character -> fans-> fan art -> even more fans -> eventualy character becomes separate from the software and a thing of its own with her own merch and fans -> more fanart(where it settled).

      The software itself is just sampled from a real singer/VA despite the robotic feel.

      I forgot to mention some of those music videos also became huge hits. And some very good singers started their career by making covers out of those songs e.g Nagi Yanagi.
