My tinfoil hat theory is they release their games with easily fixable controller issues specifically to dissuade the people who understand how to torrent an exe and run it, but not how to resolve any tech issues otherwise.
There are two ways to resolve the ER controller error. The first being unplug any USB inputs that ARE NOT your controller while the game boots and once you've determined your controller is working, plug them back in.
The slightly more technical way is to update your version of the game to the latest patch, which can (kind of) suck if you don't know what you're doing because you don't have steam to do it for you.

I'm not sure if this will work with any other pirated copy.
my theory is that they just don't put as much resources into hunting and fixing PC-specific bugs because it's not as big a market in Japan. Also Sekiro was published by Activision and ATVI QA is conducted by literal children.
Sekiro and Elden Ring had the same problem IIRC.
