Yeah Marioupol was basically handed to the Azov battalion after the Maidan coup. It legitimately is a city in need of liberation. The Nazis there have not just been hanging out peacefully for the past decade.

Surprisingly still up, basically they were shooting at civilians in 2014 and made Mariupol their base of operations for the next 8 years.
I'm not sure exactly how awful they were to Russians in the city, but the separatists clearly had a decent amount of popular support there before Azov was given control.
