on one hand I wouldn't put it past Putin, except for the fact that it seems bizarre for a Russian to bother with using distinctly English-American slurs. Wouldn't they have their own slurs they would use instead?
Russian has both an equivalent slur (same Latin root) as well as straight-up the N-word as a loanword, so neither would be surprising.
Since Russia is primarily Pizza Hut country, they only speak of The Noid in hushed terms as one would do with El Cucuy, the Boogeyman or Henry Kissinger
