My hunch is that it won't be tested until there's a (horrible) death and the lack of testing becomes a scandal. Then the media will breathlessly say to it's audience "Most of the vehicles without NHTSA ratings are low-volume models. But we were surprised to learn that some other vehicles aren't tested either.
