It's a very stiff, unwieldy fabric that is popular for official use in the DPRK (one of its ingredients is limestone). If these uniforms are vinylon, there would be a very practical reason to be oversized. link
I'd argue that they are tailored, just to different standards. They hit the same sleeve length on every person, which doesn't happen by accident.

Is it possible that the fabric is vinylon? It's a very stiff, unwieldy fabric that is popular for official use in the DPRK (one of its ingredients is limestone). If these uniforms are vinylon, there would be a very practical reason to be oversized.
