The whole point of diversity and inclusion is that you can't quantify or tell how qualified someone is through resumes and job interviews. You can't REALLY see who's the most qualified. You can get a vague idea of the stuff they know, but biases will kick in. Christ, this isn't a video game where you see everyone's stats and can balance your company based on the different stat advantages...
