This has always been a thing. If you look at British towns, typically the ‘rich end’ of town is the west side, as the prevailing winds in the uk are west to east, so the rich people built their houses on the west so the wind would pull fresh clean air to their houses and carry away the smog, smoke and smells of the city.

Interesting, I only know of the trend in the uk, but can well believe it. I didn’t want to make blanket statements about other countries.
