Not really. Money circulates. Vouchers would only be usable one time, after which they are destroyed. It would be pretty trivial to set this up as a centralized digital payment system.
So money but worse and still based on work.
How is that worse?
Edit: also, fiat money isn't based on work...
For the average person it is. What's the difference between "work to get the money to pay for things you need" and "work to get the vouchers to pay for things you need"?
