Most towns have a busking/vending license you can get. At least that's true of the beach town I grew up in. It was between $20-$40 if I recall correctly

Idk but I always try my best to buy some elotes :corn-man-khrush: when the lady comes by my neighborhood, watch out for cops and be careful for areas where you might get the cops called on you like schools or richer areas.
