edit: Reverse-searching the image returns "Fuerza Nacional Liberal Argentina" and "Fuerza Unidaria Argentina". I don't have a facebook account so their pages don't load to confirm how they use the image. It otherwise only appears on 4chan where they're called a slur for Hispanics.
