edit: Reverse-searching the image returns "Fuerza Nacional Liberal Argentina" and "Fuerza Unidaria Argentina". I don't have a facebook account so their pages don't load to confirm how they use the image. It otherwise only appears on 4chan where they're called a slur for Hispanics.
I can't make out the words on the Joe Biden one but I think #3 blames him for "crisis".
it is the 4 phases of something so the third step would be crisis, the fourth should be profit imo as it is the american way, but they are not that aware i feel
