It's unfortunate but that's likely just not true. You're unconscious within about two minutes or so, and in seven you're near/already dead. Nobody could manage to get there in that time unless whatever water rescue experts they have happen to be located extremely close, which is possible but not guaranteed.
I agree they should still try immediately tho to get dispatch in and calling up the pros.
