    Aren't the umlauts even on the wrong letter? If it was accented, that would mean it was a long "eee" sound, so this would be pronounced reh-eeee-lehck-shun, wouldn't it?

      I'm stealing somebody else's comment...

      it's a diaeresis for indicating the two es are seperate syllables.

      In other words it's confirming it's pronounced re-election and not ree-lection.
