Enforcement requires someone (presumably with experience and core competency in law) to evaluate how this amalgamation of laws is to be executed.
When you've got a panel of legal experts who conclude the debasement of minorities is a nation's highest priority, kicking that authority to the legislature or the executive doesn't get you anywhere. You need to either :gui-trans: the court and find some better judges. Or you need to abandon the fundamental theory of Legalism and :gui-trans: the whole bureaucracy.
