I would look for sales on July 4th and Black Friday/Cyber Monday. You are going to get your best deals around those times. You can probably score service for $3/month or a bit less if you buy in bulk on sale. Say 1-2 years upfront during a sale period.
Mullvad and AirVPN are two you can look into which should be effective for this purpose, tolerate torrenting and I believe have sales. Please check their websites July 3, again on the 4th and if that fails you might want to buy a 6-month thing (cheaper than month by month but if you don't want to wait 6 months to start pirating it's your best bet) and then buy 1-2 years around Black Friday/Cyber Monday sales to get the actually cheap prices.
Please remember to use a torrent client such as qBittorrent which allows you to bind the torrent to your VPN network adapter as not all kill-switches are perfect but binding your adapter to the VPN adapter makes leaks impossible.
Funny you call cloudflare a cop when quad9 is long known to be cop-run or cop-friendly. It was recommended years and years ago (probably 5+) by the MET police of London. You know the same London located in Britain that is constantly going on and has been for close to two decades about terrorists and pedophiles using encryption and therefore it needing to be banned.

I just think it's funny because I remember years ago people discussing DNS services (alternatives to ISPs), things like opendns, google dns, and quad9 was brought up and everyone was talking about how it glowed because of that odd MET police recommendation specifically naming them. It was in fact I believe created by a cooperation between the MET Police and some other org so.... haha. Much of this has probably been scrubbed.

good to know about quad9! i've been using 8.8.8.8/8.8.4.4 and recently 1.1.1.1 but it sometimes breaks my browsing...
