I don't know about accuracy, but the newer one is easier to read (the 1963 edition uses more old-fashioned terminology and phrasing). But skip the foreword by Homi K. Bhabha; it's shit.
The only thing Sartre wrote that's worth reading tbhq (j/k, I want to read his critique of dialectical reason if I ever have the time. But I would not recommend his Sein und Zeit fanfiction)
A great companion to reading The Wretched of the Earth is the documentary film Concerning Violence: 9 Scenes from the Anti-imperialistic Self-Defence (2014).
It's a mediation on the first essay from The Wretched of the Earth (Concerning Violence), where Lauryn Hill reads excerpts over really interesting footage from the 70s and 80s of different countries fighting for independence or still struggling with colonialism.

I enjoyed the Richard Philcox translation from ‘05 but I don’t have anything else to compare it to.
