Devils are embodiments of concepts. The chainsaw devil has a special ability where if it eats another devil the concept is erased. This is revealed towards the end of the series, and one of the devils eaten was the nazi devil. Also ate things such as AIDS and nuclear weapons. How it works exactly is unclear, but after a concept has been erased it stops existing and all memory of it also disappears.
