Organisms reproduce themselves, it does what it says on the tin, if a organism isn't reproducing itself then you have an environmental problem. Maybe if you stop climate change, remove the absolutely massive amount of industrial pollutants from the environment, and actually give people the resources and freedom they need to live and flourish people will start having children again. These people act like humans, and especially those carrying children, haven't always exercised intelligent decision making vis a vis their own reproductive capacity with regard to their material conditions.
I mean, liberalism is literally just assuming those with material wealth are smarter, better people, and the market god fairly selected them, so yeah, they really do think the poors are just too dumb and are making bad decisions.
