The AI has been deleting all its forts again to save money

Haven't played eu4 in year until I started playing anbennar. I feel like I've forgotten how to stack army modifiers and it leads to me getting rolled way too often by the command.

To be fair, I'm using the Doge's ideas submod, which leads to some really broken stats on my part. Like, these are the things affecting my cannons alone: Artillery bonus vs. Forts +10, 45% Combat Ability, -47,1% artillery cost, +50% damage from back row (eliminating the back row penalty in the first place), Artillery fire +0.80, +38.3% fire damage, -38% shock damage recieved.

Basically easy mode, not balanced at all, letting me roll the AI. Although Ovdal Kanzad's ideas are half the reason these stats are possible in the first place, my absolute favorite dwarven nation

i completely lost any interest in the game when the fort movement system was introduced
absolutely no clear indications about where you can go and you have to do some complicated math counting provinces all the time

I feel like it's actually pretty simple if my memory serves:

forts project a zone of control to all neighboring provinces; if you move into a zone, you must either attack the fort or move back out the way you came, no moving between adjacent zone provinces

I'm pretty sure that's all there is to it
