This is not uncommon with sensationalist stories on absurd events happening in DPRK. I once checked a story about Kim Jong Un banning the burrito, and followed a Media Centipede of several major news outlets sourcing each other, ending up at some piddly South Korean news service which gave "local sources" or something similarly vague.
