Heard from Chinese users on social media that this building was built in the year of 2000, and at that time, the regulation standard isn't really that good and eternal wall insulation materials were mostly foam beads. But anyway, the telecom infrastructure department have to responsible, but thankfully everyone was able to organizely get out in time.
