Land could be cheap as shit and these still wouldn't work in a capitalist system that has commosified human survival.
It isn't just, like... land. Its plumbing and electrical and roads and other utilities. Sticking a pile of these glorified box cars in Wyoming without any kind of hookup doesn't get you anything. The primary job of a developer isn't building the housing nearly so much as it is wooing the city into paying to add an extra bundle of people to the grid at no cost to you.
