Shinto is a folk religion that outdates Imperial Japan by centuries. I don't think it's necessarily fair to paint believers of Shinto with that wide of a brush for the exploitative distortions of State Shintoism. No more so than it is fair to paint Muslims with a broad brush for the bullshit ISIS uses Islam to justify.
Oh yeah, Japan as a whole is totally fine with being part of the Axis. To the point where it would probably make most Germans and Italians very uncomfortable.
