Going by my absolutely correct without proof theory of "it's a fixie", by pedaling slower or skidding.
EDIT: allthough skidding does require you to put most of your weight on the handlebars which you definitely do not want to be doing here so I'd say it's either pedaling slower or by hitting an obstacle

Technically possible, but going by the fact that it's a steel frame, narrow front tyres, an unused cantilever stop mounted on the front and the fact that they chose to ride a random stick I'd argue this is a fixie
