If someone can be rehabilitated, that's what should be done. If they can't be rehabilitated (ie they have no control and are just a danger) then containing them comfortably should be done.
In neither situation does anger or outright punishment accomplish anything. Either it can be fixed or it can't. Restorative justice is a hell of alot more effective than retributive "justice".
