this same meme exists in budapest (and probably lots of other places).
our version is that west of the danube (so buda) used to be part of the roman empire and is civilized, while east of the danube (pest) is a wild desolate land lacking any civilization.
Slavoj had a bit discussing what counts as the Balkans lol, here. No one thinks the balkans is where they're at, Croats think it starts south of Croatia. Serbia thinks it starts at Kosovo, Greece says everything north of Greece are Balkans.
