OK, so for speaker of the house, does congress just announce anybody? I just assumed they were required to announce one of their own or some other gate keeping would apply.
The constitution just says that "The House of Representatives shall chuse their Speaker and other Officers," and doesn't explicitly state that they must be a member of the house. But if a nonmember were chosen, I expect it would be open to legal challenge.
They certainly don’t have to be a congressperson, they just basically always (or maybe just always) are. I think there are no requirements at all but I could be wrong on that
