Also probably why they don't crack down harder on pan handlers. Gotta have a gentle reminder where you could end up- even though countless people believe that could never happen to them.
I wonder if there's a consensus not to just kill all the homeless people because the frequent raids on the camps show people what will happen to them if they don't stay employed?
