Anthem basically concedes that Galt's Gulch was a total failure and that all the old technology was squandered and lost. The only survivors were these anarcho-primitivist tribes more focused on survival than capitalist expansion. Equality 7-2521 just gets to bare witness to the devastation of the old world and the birth of a new one.
