It still would. It's not like the games themselves are hosted on the blockchain, Steam is still the centralized bottleneck. If you have an NFT of a hat, Valve can still tell the blockchain game devs to remove the in-game item associated the NFT from someone's account and while the player might keep the NFT, without the hat it's worthless.
