I know it gets cold as hell in Korea but are they wearing capes?

Capes are definitely cool and functional in snow so given the all white outfits I'm guessing this is for that.

Not really sure why it has a black knee pad though.

I think they're cloaks, which are basically just blankets with a clasp so you can wear them. Capes are shorter, lighter, and often hang from other clothing as a decoration.

I had to look up the distinction to confirm it, and they seem right on the border as far as length goes, but if they're actual kit and not just part of the dress uniform they're probably pinned up to knee height to avoid tripping anyone. They may also be folded and pinned horizontally to make them narrower and less unwieldy, since it looks like they're wider than how they're hanging.

Their commanding officer has given them clearance to shoot at any suddenly appearing cardboard boxes, right?

North Korea should train like 1 million of these guys then invade alaska and take it over.

I think their face masks make them look like a bunch of dorks, to be honest.

But at least they're practically dressed for the weather.

I never got the marching with the bayonets out thing. Always seemed like the kind of thing where every parade two dudes get a decently serious bayonet poke to the back.

I think that's part of the appeal

To show how well trained they are by pointlessly doing dangerous maneuvers
