It's a height and leg anatomy thing, not a race thing. Most tall people with long legs can't squat "ass to grass" under load without either flexing their lower back, stressing their ankles, or both.
I'm 185cm/6'1 with short legs and while I can squat ass to grass without lifting my heels and rest there for a long period of time, I avoid doing it on weighted/single leg squats as I can feel my lower back enter a compromised position if I squat too low. I just focus on breaking parallel and bracing my core properly when I exercise.
Don't know why these weirdos always have to make it a race thing, I'm pretty sure there are plenty of tall Asian dudes that find squatting past a certain point awkward
