This is a cycle.
Remember the Confucius Institutes? Those Chinese organizations which had classes on Chinese language and (extremely uncontroversial) Chinese culture. A bunch of Anglo countries freaked out about them being Chinese government influence ops and many got shut down.
"China is donating vaccines and medical equipment to the third world, here's why that's bad" was an extremely common MSM take a couple of years ago.
