As usual, this person is (almost certainly) not actually that old and does not remember the soviet union. At most they might remember their anticommunist parents or grandparents talking about how the evil soviets took away their slaves or whatever
Certainly, if they were actually a historian, they'd probably know that living in a western country during the 70s and 80s wouldn't give you any special knowledge. Indeed, you'd have a decent chance of knowing less than nothing given the Reagan's "evil empire" rhetoric.
