China already plans to roll out domestically made PC, with domestically produced hardware and domestically developed software, for government use, and it's inevitable that these Windows PCs will eventually be replaced by PCs running a Chinese OS like Kylin. If this factory is like any other business, they're going to use these Windows PCs until their warranty expires, and they'll be replaced by a new batch of PCs through a PC refresh. Depending on how urgent China wants iron and steel factories to be shielded against US cyberwarfare, the factory PCs might be running Linux as soon as 3-5 years from now when their current warranty expires.

People meme about the Year of the Linux DesktopTM, but what China plans on doing is unironically what a Year of the Linux DesktopTM would actually look like: a state actor pushing Linux on their users with the completely truthful assessment that Windows (and MacOS) are security vulnerabilities. Of course, this is completely different from what your average techoliberarian techbro and most people have in mind when they think "Year of the Linux DesktopTM," and they're be in for a rude awakening.
