        in my made-up criteria, as long as the other passenger can operate the weapon effectively while in motion, I think it qualifies

        I think that’s just a form of velocalvary if it’s only one person involved. If the gun is too powerful to effectively use while riding, then maybe it would be considered velo-dragoon since fighting is done after dismounting.
