Uhhhhh isn’t this totally false? afaik Cuba has plenty of modern cars and the classic cars are more of a tourist thing these days.
I couldn't turn a street corner without seeing like a dozen hyundais. Suzukis too. The old cars are cool, but they're not the main source of transportation for almost anybody.
