If you file taxes as a single person but have roommates, the person who pays the bill could maybe apply, or switch the bill to your name if they dont qualify.
Theres a bunch of other qualifiers too besides income but i think they are all still kinda low income related usually.
Also they give you $100 off a tablet or computer and they have providers with $100 Lenovo laptops, making them free.
I looked at one device provider which has a Lenovo tablet(model ZA5G0060US) for $100, so they could get a tablet and internet for free. thats not horrible.
