It would need to be someone who could hurt the west but not so much they escalate further. It would probably also be someone who would just be a pain in the ass to the west and blue to the whole international community.
I think Yemen is a good candidate. Maybe somebody in Africa could get some to piss off the French.

6days ago I caught wind of a possible deleted tweet last week of a Yemeni official tweeting about wanting to talk to DPRK about buying ICBMs.

Very hard to confirm whether it was real or not but I lean towards real. I don't think this warning coming now is just a coincidence.
It's going to be interesting to see, there are definitely a lot of options here.
