I had a friend who was a passenger when the driver got lit up by a cop and decided to run because he was drinking + underage, went down a winding road and the cop ended up hitting a tree instead of giving up the chase. When he went to court he tried to apologize and the cop refused to accept it and said he didn't know the full ramifications of what he'd done. Never learned what kind of sentencing the kid got but I'm sure it was fucked.
So I've noticed they never do these in neighbourhoods where there are a lot of poor people living eight stories off the ground.
