Some theories indicate Jones was likely being controlled by Feds stemming from dirt related to being a sex addict. Perhaps the temple was playing off both sides of the Cold War to some degree as well.
When you add in the whole Operation CHAOS stuff that was going on at the time, it surely would fit the mold quite well.
