They apparently removed the no account restriction because it was absolutely tanking people looking at it but I'm gonna pretend it's still unavailable.
The thing is twitter did not implement the no account restriction properly, the site was still serving users with no accounts the data they asked for, even though they aren't able to see it and receive it, so twitter kept trying to send users with no accounts the stuff they asked for, endlessly. Restoring in the hilarious reality of Twitter doing a denial of service attack on itself.
Pretty sure Elmo's been trying to break it since the take over.
