I feel like these numbers are just CIA playing hardball with Musk. One interpretation is that the more drastic changes like rate-limiting are pleas for backdoor money from the Pentagon, like look how much less useful I can make this shit. Twitter is a pretty big propaganda outlet and source of data, it would make sense to try to get himself out of this mess the same way he has at every other scam he's affiliated with. But looks like it may well have been cheaper/easier to just have Zucc clone it.
Getting their media pals to do a PR blitz for their boy, about 100M user is going to get some downloads from people who wouldn't have otherwise. Who cares about a few days or weeks to actually hit that number, they'll get there eventually.

Look at his atrocious memes. I really think the only threat he poses is the amount of money he has and not how good he is at using it, with maybe a couple exceptions, like influencing transit policy by lying about boring tunnels and hyperloops.
