I actually read it wrong, I missed the period. The "Threaten to shoot" bit is a new sentence from Lenin jokingly commanding Stalin, I thought it was a continuation saying "I heard you threaten to shoot".
Thinking that Lenin could hear them fine and Stalin was just screaming at the radio guy while Lenin heard the whole saga and was relaying it through telegram.
Crazy how you can totally change the meaning of a sentence with just one punctuation mark. Probably easier to understand with context and in the original language though.
i just thought the line "threaten to shoot the incompetent person in charge of communication who cannot give you a good amplifier" was funny
