I'm a semi-functional addict on relatively strong drugs but not street drugs. I get by. Partially because I've been sober on alcohol for years. That's our state sanctioned, rite of passage drug!!

I think when it comes to communism the drug use thing throws a wrench into ability/need etc.

Addicts may have plenty skills but their needs are drastically different.
