fines should be scaled but they aren't so it will be $1000 at most.

I'm American but I don't know anything about fines. I assume scaled fines are rare nationwide. Is that accurate?
I've never heard of an American fine being scaled.
That's accurate. Outside of (maybe) some high-level financial regulations, I've never heard of it in the U.S.
