I'm not a gun guy and I've been lazy (I only read the very short article) but to me it seems like a 10/10 "What the fuck were they thinking?" screw up by the Secret Service.

Not at that range, shaky hands and all an average shooter can hit center mass with a heavy crosswind. Just saw a former secret service counter sniper say at that range hitting your target is "a given". Straight up skill issue.
